F) Conclusion of wide-area disaster prevention support agreement. The wide-area disaster prevention support agreement was concluded between all local public bodies in July 1996 to provide relief and rescue, human and material support relative to restoration and reconstruction in coping with disaster, and to supply work and facilities in the disaster area.

Establishment of fire-fighting disaster prevention facilities. The necessary measures were taken in the second supplementary budget of fiscal 1994, and the first and second supplementary budgets of fiscal 1995, with the aim of promoting the establishment of a nation-wide fife-fighting disaster prevention system capable of dealing with a large-scale disaster, and to help restore the fire-fighting disaster prevention facilities that were damaged in the Hanshin-Awaji earthquake.
In the second supplementary budget of fiscal 1994 one thousand two hundred and forty-five million yen was appropriated to cover the cost of restoring the fire-fighting disaster prevention facilities struck by the Hanshin-Awaji earthquake. Fifteen thousand two hundred and forty-four million yen was appropriated in the first supplementary budget of fiscal 1994 to secure the water supply in a time of disaster, and establish a wide-area fife-fighting support system (including 1,245 million yen for the same purpose as in fiscal 1994).
